There is an IC inside the set that is suppose to control the volume and maintain the level it is set to and not let it get to high on commercials or to low in love scenes.this IC has gone bad, common problem in Emerson. IC isn't very expensive, although sometimes it's in with other things on a 64 pin IC. Little tiring desoldering and soldering it back in.

I have seen this problem many times. Generally an eeprom will correct this, or a new signal board (main). But....even so the problem will occur again. If you you can be patient, it will correct itself. Sometimes a power surge or a momentarily electrical problem will cause this. Trust me it will correct itself. If the TV itself is not internet-ready then you would have to have a streaming device-Roku or other-to do that.

Some cable DVRs have 'Widgets' for streaming services.

Or, from a cell phone with Netflix, if the TV has HDMI video, the Google Chromecast device will let you cast your cell phone display onto the TV.

Without the model # of the TV, no other way to advise different ideas than these generalities.

The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Pull up older posts.
It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

I also have a couple of Emerson TVs. Slightly older but when I started having issues with mine it was because they needed firmware updates. The update is fairly easy to do for a semi-computer savvy person. They have a tool to use to download and unzip the firmaware onto a USB drive (assuming the TVs have USB ports like my own do) and then plug it into the tv. The rest happens on its own.
