Steve's response is dead on. You can buy a replacement timer from Sears for $291. In addition, the lack of the unit regenerating probably caused the resin capacity to be exceeded and is permanently damaged. (Withour regeneration, the beads continue to expand and will eventually burst.)

Besides Home Depot, Sams Club, Costco, Lowe's, or Menards have low cost units and would be a better investment than putti a new timer and resin in an old unit.

It may be time to replace the light or the Light ballast.

To reset the CHANGE FILTER indicator light, press and hold the LOCK and LIGHTkeypads until the CHANGE FILTER light blinks (approximately 3 seconds). The control for the light is now reset for another 12 months or 416 gallons of use.

It screws on to the tank. Make sure to relieve water psi. Turn the water off first.

It is common for it to have high PH after replacing filters. It will adjust after the first 15 to 20 gallons. When I replace filters 10.8ppm to 11.2ppm is normal. After so many gallons I read 9.6ppm https://www.freedrinkingwater.com/faq.htm
