Clogged screen on water valve. Turn off both water faucets.Remove hose from valve. Pop out mesh or plastic screen. May be debris. Could be low pressure too if this doesn't help.

White fluffy mold can be a sign of a fungus - usually caused by too much water content in the soil, lack of sunshine (which helps to dry the soil) or poor drainage. If it is an indoor plant remove the surface mold and water less or ensure drainage. Your could expose the plant to more sunlight to help it dry out. A soil moisture meter could be used to let you know when to water. If it is outside, add a little peat moss to help absorb the extra moisture.
