There are two types of pallet Jack one is Manual and the second one is powered pallet jack. There is little bit difference between manual and powered jack.

1) Manual Pallet Jack - A Manual pallet jack is a hand-powered jack. Most commonly seen in retail and personal warehousing operations.
Manual pallet jacks have a capacity of about 5500 lbs.

2) Powered Pallet Jack - It's also known as electric pallet trucks, walkies, single or double pallet jack, are motorized to allow lifting and moving of heavier and stacked pallets. The powered pallet jack is generally moved by a throttle on the handle to move forward or in reverse and steered by swinging the handle in the intended direction.

Hi is it electric or a manual pump up with the handle type if its one these check the oil level in the unit it may just need more hydroloc oil added or the valve on the actual jack of the unit its self are leakin and need replaceing dont use it like this as very dangerous

First of all clean the jacks very thoroughly. If they are really dirty, tap gently with a hammer to release sand and dirt, hose thoroughly, repeat. Lubricate every part of the jack with lots of wd40. Check that the part of the jack that extends down has been fully released and pushed up into the upper portion of the jack. Then grasp the jack with both hands and tug it down. While the jack is pulled down, swing it up under the trailer until it clicks into place.

Check your thermostat and heat pump owner's manuals. Thermostat may be programmed to require electric heat at higher temps. Also could be bad outdoor temperature sensor tied to
Heat pump system controls (I had that problem) When was it installed? Warranty thermostat and or Heat pump? Call installer
Thermostat programming is a headache. No help from installer? call customer service heat pump and thermostat. Some possibility of bad installer wiring. There is also a heat pump "defrost" cycle. Usually the Electric coil will turn on to compensate for the Defrost cycle which is just the standard air conditioning mode therefore moves heat from inside to the outside coil to melt the frost. This cycle may be occurring too often. I had that problem. Fixed under warrantee.
Heat pumps are complex machines. The controls even more.
You need a tech, hopfully you are still under warranty.
