It is a radar detector, not a radio. You are in the wrong area. I honestly cannot figure out why a radar detector would ever need to be reset. The Cobra website does ot have your manual. Try the SPX6700

Often I found a scanner needed all the positions to be filled.
My older Bearcat did. For instance 151.575. Perfectly fine, yet the scanner would not save it. If I put 151.57500 in, it takes it every time. Go figure! If that did not fix your question, please ask again.

You need to find your local Ham radio club. Ask politely, they have this information, but do not need to share it. If there is an old "radio-shack" type of store, they likely have the information also.
Programming, need the brand and model of your scanner.

If they are charged, be certain to hold the power switch down at least 0.5 second. Have them plugged in to make certain they can turn on. Time is the enemy and a long time for batteries in storage to still be viable can be less than a year.
I think blue means charging and red means complete, no idea on yours.

Not certain I understand the bench issue. If your phone, whether cell or cordless has interference, the call will drop. Line of sight is not an issue since the headset is not infra red (TV remote). However, anything metal or thick or other electronics can cause interference. Any interference will mess with the headset which has a weak signal by design. Need more info. please ask!

Not sure what you are asking. This is a solid state radio, with a fixed output. Are you using an external amplifier with it, or what problems are you experiencing? Please provide all manufacturer models, makes, and serial numbers for best assistance. Cannot tell much from your picture.

Some scanners round frequencies to the most significant digit but then there are counties that use split channels that older scanners can't handle. In my local area, everything is going digital and shifting from 500 and 800 Mhz to the new 700 MHz band.
