There's a lot of causes why this has happened in your laptop. Here are some possible causes and solutions to this problem:
Since you bought a new laptop battery, probably it is good and your AC power adapter also, because you said that the power cord light remains on. I think what you mean for the power cord is that it is the AC power adapter.
First, try to power up your laptop through the new laptop battery that you recently bought if you believe it is holding a charge and make sure you don't plug in the AC power adapter into your laptop. But before you turn on the laptop, make sure that the contacts between your laptop battery and your laptop motherboard is making a good connection. Because sometimes it will not, maybe something spilled in there or there's some dust covering the contacts or some sort of dirt and they're not making a clean connection. To be sure that this is not happening to the contacts or your laptop battery and the motherboard of your laptop, pull the battery out, take a toothbrush and just scrub in between the pins of the battery there and also scrub down the the pins where the motherboard connection is (which is the contacts between the battery and your laptop motherboard, where you install the battery). If you are done doing this, put the battery in and turn the laptop on.
If the steps above doesn't solve your problem, try this one:
* Pull the battery out
* Remove main supply
* Hold power button down for 30 seconds. This will drain the charges in your battery.
* Put only power supply in
* Do not put battery in
* Turn laptop on
* Put the battery in

You have to test if there's a fix voltage on your AC power adapter by using a voltmeter, usually 18 to 19V DC depending on the registered voltage written on your AC power adapter. If there is, kinda bend or jiggle the power cord a little bit to make sure the connections is tight. If the voltage remains steady, then probably your AC power adapter is good. Now we have come to the point that we need to deal with your laptop motherboard. There's a lot of reasons why your laptop won't power on even if you have a good laptop battery and AC power adapter. Maybe your laptop motherboard is partially bad, like for example if the dc jack on your laptop is bad and is not making a connection to the motherboard then it might look like the battery is bad as well because the battery is now now holding a charge or even taking a charge. Now this has happened a lot to plenty of laptop owners where their dc jack goes bad. They think their batteries gone bad because is not taking a charge anymore, they got and buy a new battery and then decide to bring their laptop to a laptop repair company because of the battery's not charging even with the new battery, that's because the dc jack is bad. You're going to probably right into this a lot where the battery's not charging because the dc jack is bad and until you fixed that, the battery's never going to charged. So how do you test if your dc jack is bad? It's simple, plug in the AC power adapter, take the battery out of the computer. If the computer doesn't power on then you know you have a problem with the dc jack. The only way to solve this, is that you have to disassemble your laptop, start taking components out one by one and finally, take the laptop motherboard out. Afte you've taken the motherboard out, look where the dc jack is connected. After you will find it, take a file tool and file off a spot on the motherboard where you can reattach the power jack and use a wire to reattach the power jack to the motherboard.
