I think the fans do that, but engine probably needs a crank sensor if it has one.

SOURCE: Both radiator fans on my 2002 Toyota Solara V6 run constantly
Check to see if the radiator fan relay has gone bad and needs to be replaced. Once you located the relay, (in the fuse box under the hood) Try swapping it out with another relay and see if the fans stop, if the fans stop working with the swapped relay, replace the relay. It's know for the relays when they go bad to stick and will have a close loop. Good luck and hope this helps. Keep me posted, be glad to help you get your car running 100% again soon.

did you have the relay checked? does the a/c light come on when you turn on the a/c?

ecm malfunction,ects circuit,bring it to toyota,because you need to replace the ecm again,make them fix it and get your money back

it should as the vehicle came with the diesel as an option
check for any wires and connections that may differ.
